Philanthropy plays a vital role in advancing the U.S. research enterprise by funding cutting-edge innovation, infrastructure, and talent development. However, universities and research institutions often encounter challenges when engaging with philanthropic organizations, including aligning priorities, understanding different operating models, and establishing long-term, mission-aligned partnerships.

This half-day event will bring together leaders from universities, philanthropic foundations, and industry to explore best practices, ongoing challenges, and promising opportunities in building stronger, more sustainable partnerships. A key outcome will be the identification of principles and practices that support more effective engagement between research institutions and philanthropic funders.

This event is co-hosted by GUIPRR and the Congressional R&D Caucus to provide Congressional staff with substantive educational information on actionable insights on cross-sector coordination strategies that can strengthen the national research enterprise and cultivate a responsive STEM workforce aligned with national priorities. The session will feature remarks from Caucus Co-Chairs, Reps. Jim Baird and Bill Foster, followed by a panel discussion with leaders from government, academia, and industry on strategies to strengthen the research enterprise and STEM workforce through cross-sector collaboration. The panel discussion, moderated by GUIPRR Director, Michael Nestor, will convene panelists to share current perspectives, identify barriers to efficiency, and highlight opportunities where improved coordination can increase the effectiveness of federal scientific research and development (R&D) investments.

The Government-University-Industry-Philanthropy Research Roundtable (GUIPRR) convened a webinar to explore the transformative role of early entrepreneurship education. In celebration of National Entrepreneurship Month, this session highlighted the value of equipping K-12 students with entrepreneurial skills and emphasize how entrepreneurship education strengthens communities and the broader STEM enterprise.

In its February 2024 workshop, Supporting K-12 STEM Education to Create the Foundations for Innovation, GUIPRR began examining some of these themes. In the follow-up conversation, expert panelists from the Connecticut Invention Convention and the U.S. Patent and Trademark Office provided insights into building a robust entrepreneurship education ecosystem. They also explored the importance of fostering entrepreneurial mindsets within K-12 education and share best practices for integrating STEM innovation early in learners’ educational journeys.

The Government-University-Industry Research Roundtable convened a webinar to discuss the increasing importance of philanthropy as a sustainable funding source and a central component to the advancement of basic research. During this webinar, France A. Córdova, President of the Science Philanthropy Alliance, provided a short overview of the Science Philanthropy Indicators Report, with special attention to philanthropy’s evolving role in funding basic research. Following the presentation, Dr. Córdova moderated a discussion with expert panelists Tom Skalak, Senior Advisor to the Joe and Clara Tsai Foundation, and Shirley Tilghman, President Emerita and Professor of Molecular Biology and Public Affairs at Princeton University, discussing topics related to the advantages and challenges of philanthropic partnerships in research. Topics included scaling funding through partnerships, accelerating high-risk research, developing new funding models, and the capacity for more engagement from philanthropic sources.

The Government-University-Industry Research Roundtable, in collaboration with the HIBAR Research Alliance (HRA), convened a webinar to discuss how cross-sectoral leadership teams can collaborate in shared decision-making when working on use-inspired basic research. The term HIBAR (Highly Integrative Basic and Responsive) was introduced in 2017 to name a specific category of research projects that had previously lacked a clear definition. HIBAR research projects bring together diverse leadership teams, both from research fields (often in academia) and from practical sectors (commercial and/or non-profit). They collectively make the key decisions that hybridize fundamental research with real-world problem-solving to yield significant benefits.

During this webinar, Dr. Lorne Whitehead, Director for HRA and Professor at University of British Columbia, provided a short overview and purpose of HIBAR Research Alliance. A panel of experts (below) then discussed the thoughtful approach to shared decision-making in cross-sectoral research projects, from different perspectives. The goal of the webinar is to share actionable advice that can be replicated or adapted to other contexts.

The Government-University-Industry Research Roundtable convened a webinar to discuss a recent report by the Institute for Scientific Information (ISI) at Clarivate, on the impact of globalization and collaboration on the trajectory of research in the U.S. During this webinar, Dr. Jonathan Adams, Chief Scientific Officer at ISI; and Dr. Josh Schnell, Director of Global Academic and Government Consultancy Practice at Clarivate, presented the key findings of the report. The speakers also focused on the balance of domestic and collaborative research, corresponding policy implications, including the redistributive effects of the Established Program to Stimulate Competitive Research (EPSCoR).

The goal of Imageomics is to extract information about biology directly from the images. This field aims to leverage the power of artificial intelligence to analyze patterns and interesting information like the appearance, behavior, and location of species.

Tanya Berger-Wolf, Director of the Translational Data Analytics Institute at the Ohio State University, provided an overview of Imageomics, including current challenges in this new discipline. Leading a national collaborative of renowned biologists and computer scientists, she also discussed the work of her new grant from the National Science Foundation to establish a Harnessing Data Revolution Institute, in which biologists will use machine learning to provide novel insights in all areas of biological research.

The life sciences innovation system is setting new records in the level of investment, activity, and scientific progress expanding the number and range of new medicines available to patients around the world. Beyond the rapid introduction of ground-breaking vaccines and therapeutics to combat COVID-19, this sector has also remarkably succeeded in adapting and re-focusing, overcoming many operational and organizational challenges to those leading biopharmaceutical innovation.

Murray Aitken, Executive Director of the IQVIA Institute for Human Data Science and a lead contributor to the report, provided a perspective on select life sciences innovation trends with a focus on emerging biopharma companies, which contribute nearly two-thirds of research and development pipeline activity. He was joined by Nandini Selvam, Ph.D., MPH, President of IQVIA-GS and IQVIA industry partner to GUIRR. They highlighted areas of greatest opportunity and challenges for this critical part of the life sciences innovation system with a medium-term outlook.

The report, prepared every two years by the National Science Foundation’s National Center for Science and Engineering Statistics, provides information on the state of the U.S. science and engineering enterprise over time and within a global context. The indicators presented in the report are quantitative representations relevant to the scope, quality, and vitality of the science and engineering enterprise.

The Government-University-Industry Research Roundtable convened a webinar to discuss the recommendations from a new report from the Office of the Director of National Intelligence (ODNI) on the science and technology (S&T) investment landscape.

The threat environment facing the U.S. national security enterprise is dynamic, and the intelligence community (IC) can ill-afford to remain static. The IC must develop approaches for actively signaling to the sectors those research challenges that it anticipates facing. As the basis for meaningful engagement with a broad range of public and private stakeholders, the IC S&T enterprise must clearly articulate its principal challenges and provide a variety of means for prospective solvers to market their capabilities. The FY2022–2026 ODNI S&T Investment Landscape is designed to increase the level of transparency into documented challenges facing the national security enterprise and to better align public- and private-sector efforts in support of these intelligence needs. The Landscape provides not only the intelligence enterprise, but also the broader national security enterprise and basic research community with additional insight and clarity into challenges the IC is likely to encounter in the coming years.

The Government-University-Industry Research Roundtable (GUIRR) hosted a webinar to discuss the growing menace of predatory academic journals and conferences. These practices are pervading the research enterprise: they are driven entirely by profit and involve some form of deception, such as the false promise of rigorous peer review - a hallmark of academic research. What is more, their tactics are becoming increasingly sophisticated. This means that poor science can find its way into the knowledge base and good science can be overlooked when it appears in low credibility journals: if left unchallenged, the implications are profound.

This webinar follows a study being conducted by the InterAcademy Partnership (IAP), the global network of over 140 national academies of science, engineering and medicine, which is co-hosted by NASEM. The study has been informed by a unique survey of the global research community in which over 1,800 researchers participated. The survey gives a concerning insight into the extent and impact of these predatory practices across the world, what drives them and motivates researchers to use them, and how they can be combatted. Professors Ana Maria Cetto and Diane Negra - members of the international working group leading this work - provided an overview of the study's findings before it officially reports at the end of the year. The final report will provide targeted recommendations to key stakeholder communities who play their part in the knowledge ecosystem, including researchers, research funders, publishers, academic leaders, libraries and indexing services.

The Government-University-Industry Research Roundtable (GUIRR) will host a webinar to discuss the role of research partnerships in meeting the UN Sustainable Development Goals (SDGs). Five years ago, the SDGs set an ambitious 2030 target to achieve a sustainable and equitable future for our planet. Most SDGs require or otherwise benefit from conducting new scientific research. SDG 17 on “Partnerships for the goals” is pertinent to all other SDGs. On the research front, it promotes diverse types of partnerships in support of the successful achievement of the SDGs. These types of partnerships include international (with a particular emphasis on North–South links), inter-sectoral (e.g., public–private) and cross-disciplinary collaborations.

During this webinar, David Campbell provided a broad overview of SDG-related trends in scientific research, accounting for the following indicators: volume of publications, international co-publications (with an emphasis on North–South and South–South), public–private co-publications and multi-/inter-disciplinarity. These indicators will also be cross-linked with variables such as the career stage and gender of scientists reporting SDG research.

Dr. Livia Bizikova, Lead, Monitoring and Governance of IISD's Tracking Progress program, provided comment on how publication data can be applied to the advancement of the SDGs. Etienne Vignola-Gagné, research analyst from Science-Metrix, joined the two presenters for Q&A.

The Government-University-Industry Research Roundtable hosted a webinar to discuss recommendations for addressing mental health and substance use issues and promoting student wellbeing across higher education institutions. A recent National Academies study, Mental Health, Substance Use, and Wellbeing in Higher Education: Supporting the Whole Student, examines the opportunities and challenges of addressing an increased prevalence of mental health and substance use problems across U.S. colleges and universities. Higher education institutions have consistently reported that the demand for programs, services, and support for mental health and wellbeing exceeds the supply. Unsurprisingly, the pandemic and its long-term economic impacts have added new dimensions to student stress, and new complications to the provision of necessary services by financially-strained institutions.

During this webinar, Alan Leshner, CEO Emeritus of American Association for the Advancement of Science; and Layne Scherer, Study Director and Senior Program Officer at the National Academies of Sciences, Engineering, and Medicine, discussed the study’s recommendations for attending to this mounting crisis by centering student wellbeing on campus.

Problems facing the working class are significant and urgent. To address inequality and worker displacement and to rebuild the working class, the United States needs to prioritize training more workers more quickly than the country’s current disconnected approach to workforce education can accommodate. Bonvillian and Sarma examine the roles of community colleges, employers, governments, and universities in workforce education, and describe new education technologies and methods being developed across the country that can deliver training to workers.

This webinar convened a conversation with Bill Bonvillian and Sanjay Sarma to discuss the book’s recommended roadmap for prioritizing workforce education and training.

The Government-University-Industry Research Roundtable hosted a webinar on the AI Institute for Next Generation Food Systems (AIFS), which aims to meet growing demands in the food supply by increasing efficiencies using AI and bioinformatics across food production and distribution systems. The Institute, launched in October 2020, brings together researchers from six institutions - UC Davis; UC Berkeley; Cornell University; the University of Illinois, Urbana-Champaign; UC Agriculture and Natural Resources; and the USDA's Agricultural Research Service. Through the integration of digital and biological technologies, AIFS research will pursue multidisciplinary science, industry engagement, and workforce development to address challenges across the U.S. food system.

This webinar featured a conversation with Ilias Tagkopoulos, the director of AIFS and professor in the UC Davis Department of Computer Science and Genome Center, to discuss the collaborative mission of the new institute.

The Government-University-Industry Research Roundtable (GUIRR) hosted a webinar featuring the National Science Foundation's (NSF) Convergence Accelerator, a new capability designed to transition basic research and discovery toward impactful solutions. The Convergence Accelerator's mission is to address national-scale societal challenges through use-inspired convergence research. Using a convergence approach, the Accelerator integrates multidisciplinary partnerships between academic, industry, non-profit, government, and other sectors, and applies innovation processes such as human-centered design thinking; team science; early-stage prototyping; and use-inspired research to ensure the solutions address issues of significant national impact. The Accelerator’s research topics are currently aligned to three NSF's Big Ideas: Harnessing the Data Revolution, Future of Work at the Human-Technology Frontier, Quantum Leap, however, the ideation for future topics are underway.

GUIRR held a conversation with Convergence Accelerator’s Program Directors Pradeep Fulay and Lara Campbell to discuss the Convergence Accelerator model and the current research areas in progress.

The Government-University-Industry Research Roundtable (GUIRR) held a webinar on NSF's Future of Work at the Human-Technology Frontier (FW-HTF) program, which was initiated in 2016 as one of the NSF 10 Big Ideas. FW-HTF supports convergent research integrating considerations of future technology, future workers, and future work. Here, "future technology" refers to advances in engineering, computer science, or other relevant fields, with the potential to create new human-technology work partnerships; "future workers" refers to advances in the fundamental understanding of individual workers, work teams, workplaces, and work organizations; and "future work" refers to advances in the fundamental understanding of educational, organizational, societal, or economic factors, considering both benefits and risks.

FW-HTF recognizes the critical role that lifelong learning, education, and training will play in the future of jobs and work. FW-HTF projects address a clearly defined work domain. Technological innovation is harmonized with foundational advances in the learning sciences and education, new understanding on workforce training, and ground-breaking research in the social, behavioral, and economic sciences, to secure the full benefits of scientific progress for businesses, organizations, workers, and society at large.

This GUIRR webinar gave an overview of the objectives of the FW-HTF program, with illustrative examples highlighting the diversity of work domains encompassed by the program. Jordan Berg, Program Director in the Directorate for Engineering at NSF; and Chia Shen, Program Director for the Directorate for Education & Human Resources at NSF presented and answered audience questions.

The Government-University-Industry Research Roundtable and the Innovation Policy Forum co-hosted a webinar to discuss workforce education. Even before the onset of the coronavirus pandemic, rising economic inequality and the shift of many former middle-class workers to an expanding, lower-end, lower-paid services sector was a troubling economic trend. At the same time, workers generally have been required to up-skill their abilities as new technologies incrementally enter the economy, and those without college educations have faced challenges in finding good jobs.

The pandemic and its economic disruption have accelerated these problems, but the United States lacks a sound and readily accessible workforce education “system,” as highlighted in the National Academies study, Building America’s Skilled Technical Workforce. There are too many gaps, with disconnects between school and work, between federal labor and education programs, between employers that need to collaborate, and between education institutions. The U.S. lacks advanced skills programs, front-line institutions are generally underfunded, universities are largely disengaged, and training is limited for incumbent and new entrant workers. Behind this problematic labor market is a broken labor information system. The pandemic makes workforce education reform an even higher priority.

This webinar highlighted a preliminary report of the MIT Open Learning’s Workforce Education Project, which reviews the challenges to workforce education listed above and sets out ways to meet them: new programs from community colleges, universities and employers; new content delivery approaches; new education technologies and new ways to rebuild the information system. It offers a roadmap for change. This webinar featured a discussion of the new report and its findings and of the critical implications of the pandemic for workforce education.

COVID-19 High Performance Computing Consortium

The Government-University-Industry Research Roundtable (GUIRR) held a webinar on the COVID-19 High Performance Computing Consortium. The Consortium was established in March by U.S. Department of Energy, the National Science Foundation, and the White House, in partnership with industry and academic leadership, to provide COVID-19 researchers with access to the world's most powerful high-performance computing resources. These resources allow researchers to run very large numbers of calculations in epidemiology, bioinformatics, and molecular modeling to advance the pace of scientific discovery to accelerate treatments and ultimately a cure.

The HPC Consortium currently includes 38 compute capacity donating members (11 companies, 11 universities, seven DOE National Labs, NASA, the National Science Foundation, and seven NSF-sponsored supercomputing centers), and six affiliates contributing donated software, services, and expertise. As of May 15, 2020, there were 51 active COVID-19 research projects, representing 47 institutions and seven nations over a broad range of fields including the basic science involving the virus, therapeutic development, and patients. There are over 21 projects with experimental, clinical, or policy transition plans.

This GUIRR webinar featured a conversation with Dr. Dario Gil, Director of IBM Research and co-chair of the Consortium, member of the President's Council of Advisors on Science and Technology, and nominee to the National Science Board; and Michael Rosenfield, Vice President for Data Centric Solutions at IBM Research, who has played a leadership role in the creation and operation of the Consortium, on the formation of the Consortium and the way it matches researchers to supercomputing capabilities.

The Government-University-Industry Research Roundtable held a webinar on the COVID-19 Technology Access Framework developed by Stanford University, Harvard University, and the Massachusetts Institute of Technology. To address the global COVID-19 pandemic, these three institutions developed and are implementing technology transfer strategies to allow for and incentivize rapid utilization of available technologies that may be useful for preventing, diagnosing, and treating COVID-19 infection during the pandemic. The three original institutions have committed to a set of guidelines around patenting and licensing strategies to facilitate rapid global access, and several other institutions have also joined in their adoption of the framework since its release.

This GUIRR webinar featured a conversation with Karin Immergluck, the Executive Director of Stanford University's Office of Technology Licensing, to discuss the framework and its implementation.

Creating Supportive Institutions and Providing Effective Mentorship in STEMM

The Government-University-Industry Research Roundtable (GUIRR) hosted a webinar to discuss ways for institutions to strategically enhance the effectiveness of mentorship practices in science, technology, engineering, math, and medicine (STEMM), based on the findings and recommendations of a recent National Academies report. Mentorship is widely recognized as important in the development of STEMM professionals and supporting diversity in STEMM fields, but the study and evaluation of mentorship has not received the same attention as other aspects of professional development. Instead, mentoring is often left to happen organically or on an ad hoc basis. Institutions have a critical role to play in creating cultures that approach mentorship as a learnable skill that can be supported, incentivized, and evaluated to realize the full potential of its effectiveness. Likewise, these institutions—and the research ecosystem at large—can gain significant value from improving mentorship effectiveness through enhanced mentee outcomes and greater STEMM retention.

Navigating the New Arctic (NNA) embodies the Foundation's forward-looking response to profound challenges and opportunities presented by warming Arctic temperatures and wide-scale changes to natural, social, economic, and political systems of the Arctic and across the globe. NNA seeks innovations in fundamental convergence research across the social, natural, environmental, and computing and information sciences, and engineering that address the interactions or connections between natural and built environments and social systems, and how these connections inform our understanding of Arctic change and its local and global effects. NNA promotes initiatives that empower new research communities, diversify the next generation of Arctic researchers, integrate the co-production of knowledge, and engage partnerships, particularly among international stakeholders. The Government-University-Industry Research Roundtable hosted a webinar to discuss DARPA's Oceans of Things program, which seeks to enable persistent maritime situational awareness over large ocean areas by deploying thousands of small, low-cost floats that could form a distributed sensor network. Each smart float would contain a suite of commercially available sensors to collect environmental data, such as ocean temperature, sea state, and location-as well as activity data about commercial vessels, aircraft, and even maritime mammals moving through the area. The floats would transmit data periodically via satellite to a cloud network for storage and real-time analysis. During this GUIRR webinar John Waterston, program manager for the Ocean of Things program, discussed the future of cost-effective, real-time monitoring of maritime activity.

Federal Actions to Accelerate Innovation from Lab to Market

The Government-University-Industry Research Roundtable (GUIRR) hosted a webinar to discuss the Lab-to-Market Cross-Agency Priority goal with Paul Zielinski, Director for the Technology Partnerships Office at NIST, and Jennifer Shieh, Assistant Director for Entrepreneurship at OSTP. The federal government invests approximately $150 billion each year in R&D conducted at federal laboratories, universities, and other research organizations. For America to maintain its position as the global leader in innovation, bring products to market more quickly, grow the economy, and maintain a strong national security innovation base, the President's Management Agenda includes the Lab-to-Market Cross-Agency Priority (CAP) goal to improve the transfer of federally-funded R&D from discoveries in the lab to impact on the marketplace.

Co-led by the White House Office of Science and Technology Policy (OSTP) and the National Institute of Standards and Technology (NIST), agencies across the Federal government are coordinating to accelerate innovation through five key strategies:
1. Reduce regulatory impediments and administrative barriers in Federal technology transfer policies and practices.
2. Increase engagement with private sector technology development experts and investors.
3. Build a more entrepreneurial R&D workforce.
4. Support innovative tools and services for technology transfer.
5. Improve understanding of global science and technology trends and benchmarks.

Through the Partnerships for Innovation (PFI) program, the National Science Foundation (NSF) offers researchers from all disciplines of science and engineering the opportunity to perform translational research and technology development, catalyze partnerships and accelerate the transition of discoveries from the laboratory to the marketplace for societal benefit. GUIRR hosted a webinar with Jesus Soriano, Program Director for the PFI program, to discuss the challenges faced by academic institutions when trying to commercialize the output of federally funded research, and how NSF supports partnerships between academia and industry through the PFI program and other initiatives.

Economic Benefits of the Global Positioning System

GUIRR hosted a webinar on the economic benefits of the Global Positioning System (GPS) with Mike Gallaher, the director of RTI International's Center for Applied Economics and Strategy. GPS delivers an extremely precise positioning, navigation, and timing signal to users around the world. Originally launched for U.S. military use, in the years since its signal was made available to the private sector, it has enabled innovators to develop a host of applications, services, and products. These advances have led to substantial gains in productivity, efficiency, and personal enjoyment. A report from RTI International estimates that GPS has generated roughly $1.4 trillion in economic benefits since it was made available for civilian and commercial use in the 1980s, and that the loss of GPS service would have a $1 billion per-day impact. This GUIRR webinar discussed the findings of the report, the methodology of the analysis, and the policy implications for security and innovation in GPS.

Fostering the Culture of Convergence in Research

GUIRR hosted a webinar to discuss how to deliberately foster the culture of convergence in research with Ann Arvin, Professor of Pediatrics and Microbiology and Immunology at Stanford University, and Gene Robinson, Director of the Carl R. Woese Institute for Genomic Biology at the University of Illinois at Urbana-Champaign.
Convergence-based research approaches are critical in solving many scientific challenges. The 2014 report Convergence: Facilitating Transdisciplinary Integration of Life Sciences, Physical Sciences, Engineering, and Beyond describes the term “convergence” as a multidisciplinary approach that melds divergent areas of expertise to form conclusions that are inaccessible otherwise. However, establishing an organization where convergence can take root involves characteristics of leadership, researchers, organizational structures, criteria to measure success, and models of funding that can pose complex structural and organizational challenges. A new proceedings summarizes an October 2018 workshop that explored efforts to promote cultures that support convergence-based approaches to research. The 2014 Convergence report served as a foundation for this workshop, allowing participants to further explore convergence as a valuable and adaptable approach to organizing research, to identify examples of progress over the past few years, and to identify a number of suggestions for future actions to strengthen convergence efforts.

Maximizing Innovation and Technology Commercialization of Federal Research Investments through the Best Practices at Innovation and Economic Prosperity Universities

GUIRR hosted a webinar to discuss a report from the University of Michigan's Economic Growth Institute assessing university collaboration and tech commercialization best practices. Research universities are the cornerstone of American innovation; the country’s national competitiveness depends on these institutions to increasingly perform, translating research into the innovative products the country needs. This study investigated the best practices of 59 Innovation & Economic Prosperity (IEP)-designated universities in technology commercialization and assigned four areas of best practice: culture, champions, incentives, and collaboration. Universities with a strong cultural emphasis on lab-to-market activities promote its value across all internal departments and levels of leadership. Strong technology ecosystems are dependent upon experienced professionals moving technology forward and reducing barriers. Incentives are vital to motivate and reward new ideas; and collaborations are necessary to foster ideas and increase access to resources throughout the ecosystem. GUIRR's Megan Nicholson discussed the study's findings, which provide foundational research for how universities effectively move innovations from the lab to the market and benefit society, with Paula Sorrell and Sarah Crane of the Economic Growth Institute at University of Michigan.
