Since 1992, Principles and Practices for a Federal Statistical Agency has supported the essential role of relevant, credible, trusted, impartial, and innovative government statistics to inform decisions by policymakers, businesses, families, and the general public. The report describes the characteristics of effective federal statistical agencies, with an updated edition released at the start of each presidential term.

This seminar will provide an overview of the 8th Edition of the report and engage a panel to discuss the importance of the principles and practices in every administration.

One year after the Public Trust Rule was finalized, many stakeholders who depend on federal statistics remain unfamiliar with its requirements and implications. The Data Foundation and the National Academies for Sciences, Engineering, and Medicine's (NASEM) National Committee on Statistics (CNSTAT) are co-hosting a webinar addressing questions around the Public Trust Rule, its significance for the federal statistical system and data governance, and the current state of implementation in 2025.

The webinar aims to address three fundamental questions:

What is it? The Public Trust Rule codifies four fundamental responsibilities for federal statistical agencies.
What does it mean? The rule establishes how federal agencies, including the Census Bureau, Bureau of Labor Statistics, Bureau of Economic Analysis, and National Center for Health Statistics, must operate to maintain or build public trust.
Where are we in 2025? Federal agencies are operationalizing the rule with varying degrees of progress.

Graduate students, post-docs, and early-career faculty engaged in social-environmental research face an unprecedented research landscape. Decreased federal research funding will constrain their ability to continue their personal research programs, from dissertations to faculty research plans. Low-cost primary data collection, re-analysis of secondary data, creative use of available datasets, meta-analysis of existing studies, and localized field work can all be potential solutions. The Societal Experts Action Network (SEAN), the Board on Environmental Change and Society (BECS), and the Committee on National Statistics (CNSTAT) of the National Academies of Sciences, Engineering and Medicine will host a webinar that showcases practical, low-cost methods to sustain meaningful environmental and societal research during times of limited financial support. The webinar is aimed at supporting graduate students, postdoctoral researchers, and early-career faculty in environmental, social science, and associated disciplines.

The impact of recreational fishing is difficult to quantify, but it is important to avoid overfishing. The Marine Recreational Information Program (MRIP) conducts surveys to monitor fishing and certifies surveys conducted by states and regional agencies. The public is invited to register and attend the public portion of this third meeting of a CNSTAT panel that is reviewing MRIP's data quality standards. We will be hearing from both fisheries and federal statistical agencies.

About

Collecting data on recreational fishing is important, noting that recreational catches exceed commercial catches at some fisheries. The challenges include: no easy way to identify anglers; anglers operating at a variety of locations and timings; difficulties in remembering details on past catches; and, the complication of some catch being released, with discard mortality rates being difficult to assess. The Marine Recreational Information Program (MRIP), has created data quality standards to help with the production and use of high-quality data. In this second meeting of reviewing the MRIP standards, the committee will hear from those collecting and using the data.

The seminar will outline the progress made by the Australian Bureau of Statistics in using non-survey administrative data for statistical purposes to augment and/or replace survey data. Thus far, areas of focus have been household consumption, the consumer price index, and agricultural statistics. Administrative data have also been used to provide small-area enhancements to labour market data, to increase the efficiency of sampling and to confront national accounts aggregates with alternative sources of statistical information. The seminar will also discuss the development of large integrated data assets that enable analysis and evaluation of a wide range of public policies. This event is co-hosted with the Data Foundation.
